Job Purpose.
- The Regional Environmental and Social (E&S) Expert will be responsible for providing technical expertise and oversight on E&S matters across a portfolio of projects and operations in the region. This role will ensure compliance with international E&S standards, local regulations, and the organization's sustainability policies.
- The expert will work closely with project teams, partners, and stakeholders to identify, assess, and mitigate E&S risks and impacts.
- Mastery of the environmental and social principles and provisions of the projects, guides of good social and environmental practices to ensure the compliance of the activities of the subsidiaries' projects,
- Raising awareness among stskeholders and technical/operational project managers on the need to take environmental and social issues into account in activities,
- Management and continuous improvement of the Environmental and Social action/commitment plans of subsidiaries whose projects are financed by third parties by functionally coordinating the local HSE teams.
Duties & Responsibilities
- E&S Due Diligence and Impact Assessment : Conduct E&S due diligence for new projects and investments, Oversee and review Environmental and Social Impact Assessments (ESIAs) and Environmental and Social Management Plans (ESMPs). Identify and assess potential E&S risks and impacts associated with project activities
- E&S Management and Monitoring: Develop and implement E&S management systems and procedures including indicators . Monitor project compliance with E&S requirements and standards. Conduct regular site inspections and audits to ensure effective implementation of ESMPs and Track and report on E&S performance indicator. Ensure responsibilities entrusted to each department, their objectives and the associated costs.
- Stakeholder Engagement and Consultation: Develop and implement stakeholder engagement plans., Conduct consultations with affected communities, government agencies, and other stakeholders. Address stakeholder grievances and concerns effectively and Ensure that projects have proper grievance
- Identification of institutional responsibilities and capacity building needs, if necessary, in order to implement the recommendations of the environmental and social assessment,
- Supports local teams in conducting consultations (mostly carried out by a specialized external service provider), interviews with stakeholders in order to find out their opinions and concerns about the project. These consultations must be held during the preparation of the Study report to identify the main environmental issues and impacts, as well as after the preparation of the preliminary report to gather stakeholder comments on the proposed mitigation and enhancement measures.
- Ensures the review and analysis of the coherence and sufficiency of the project safeguarding documents on the environmental and social level,
- Ensure the development, review and compliance of the subsidiaries' Environmental and Social Management Plans and their adequacy with the environmental and social issues and risks identified for the projects,
- Sets up and monitors an environmental and social monitoring dashboard of project activities by subsidiary to assess the management performance of environmental and social aspects.
- Ensures the application of the national environmental procedure in all countries of the region.
- After validation by the Management, develops and implements the training/strengthening of the knowledge and skills of local actors on environmental and social safeguard issues.
- Prepares periodic reports for the HSSE Department on the results and progress of the environmental and social management of projects by subsidiary and/or by project. These reports must include action plans to be validated by the Management.
- Participates in representation meetings (audit/audit follow-up) and formalizes suggested areas for improvement.
- Ensures the archiving of backup documents and the management of information and consultations,
Qualifications / Knowledge and required skills
- BAC + 5, Master II or Engineering at least in Environmental Impact Studies (EIE)/PGES or a related field.
- Completed by a minimum of 10 years' experience in environmental and social studies or audits, including at least 5 years in a similar position.
- Strong knowledge of international E&S standards and guidelines (e.g., IFC Performance Standards, World Bank EHS Guidelines).
- Experience conducting ESIAs and developing ESMPs.
- Excellent stakeholder engagement and communication skills.
- Strong analytical and problem-solving skills.
- Ability to work independently and as part of a team.
- Fluency in French and English.
- Excellent writing skills.
- Good listening and communication skills.
